Beyond Borders: Refugees, Migrants and Human Rights in the Post-Cold War Era
Millions of people on all continents have fled their homes. The social, economic and political factors behind these mass movements -- war and persecution, drought and hunger, joblessness and hopelessness, environmental devastation -- seem certain to continue in the years ahead, but pressure is growing in many countries to close doors to those fleeing. In this thoroughly researched volume, the author analyses current movements of people in their global and regional contexts and suggests how the international system might respond better to the needs of migrants and refugees. She concludes with a vision and plan of action for churches and non-governmental organisations.

Resolved Question: What do U think of this latest immigration raid ?Border Patrol raid targets undocumented workers?
LAKE ELSINORE ---- A Border Patrol raid this week on a downtown street scattered immigrant workers and apparently resulted in the detention of at least a couple of suspected illegal immigrants, witnesses said. The owners of a cell phone shop on Graham Street between Spring and Main streets captured video of a U.S. Border Patrol officer chasing a man into their store at 10:25 a.m. Wednesday and capturing him. The manager of a nearby supermarket catering to Latinos said a Border Patrol officer entered that store about 10:15 a.m. that day and detained a man. The raid apparently targeted a cluster of workers, mostly from Guatemala and Mexico, most of whom authorities presume to be in the country illegally. The workers gather daily on Spring between Graham and Franklin streets near Ibarra's Market while waiting to be hired for odd jobs. Calls made Wednesday afternoon to the U.S. Border Patrol were referred to the service's public information office in San Diego, but the office had shut down in advance of New Year's Eve. Referrals to media representatives were only available for major incidents, officials said. Based on a description of the Lake Elsinore incident, a Border Patrol official said it appeared to be routine enforcement activity. Wednesday's arrests came about four months after a group of activists staged protests downtown and at a City Council meeting against stepped-up Border Patrol enforcement, which they contended was provoking widespread fear among Latino immigrants and breaking up families. Some accused the city of arranging the raids. While city officials denied that was the case, City Councilman Daryl Hickman, who was mayor at the time, said he had contacted U.S. Rep. Darrell Issa, R-Vista, in seeking to move immmigrant workers hanging out on Main away from there so they wouldn't discourage visitors from entering businesses. While some merchants in the area said immigration enforcement has remained a constant, others said it had died down in recent weeks after the raids in the summer had reduced the number of workers congregating. Resolved Question: Are the Israeli strikes on Gaza justified? ?
As Israel continues its air raids on Gaza and threatens to widen the conflict, the UN Security Council has called for an immediate end to the violence. Who is responsible for the current situation? Israel has warned that it may send troops into Gaza, if its current wave of air strikes does not stop Palestinian militants firing rockets and mortars into Israeli border villages. The air raids have continued into a second day, one targeting a Hamas-run government building in Gaza City. Palestinian medical staff said more than 270 people had been killed since Saturday. Are you in the areas affected by the violence? Do you think Israel's response is proportionate to the threat presented by Hamas? Why do you think Israel is taking this action now? Are you satisfied with the international response? (more...)

Resolved Question: Is Obama dismantling the border fence?
With the appointment of Cecilia Munoz, an 18-year veteran of the National Council of La Raza, and Arizona Governor Janet Napolitano, who opposes the border fence, it's painfully obvious where Obama wants to steer the immigration debate... How can someone who worked for an organization whose sole purpose was to systematically dismantle border enforcement and undermine the immigration system, suddenly represent the broader national interest? With these appointments, Obama is tipping his hand and sending a message to Americans who want real border security that it simply isn't going to happen on his watch. What do you believe? (more...)

Resolved Question: Gates visits Iraq to help prepare for troop cuts...?
Seems like Gates knows who's "The Boss"... One promise already in the works! BALAD, Iraq ? Defense Secretary Robert Gates urged Middle East nations to support the fight against terror Saturday then traveled to Iraq to meet with commanders as the U.S. prepares to cut its troops levels and begin to pull forces out of the cities. The unannounced visit to Iraq on Saturday comes as President-elect Barack Obama prepares to take office and begin to implement what many expect will be an accelerated withdrawal of troops. During Obama's presidential campaign, he said he wanted combat troops out of Iraq in 16 months, but he has also said he would listen to the advice of his commanders on the ground. A security agreement between the U.S. and Iraq mandates that combat forces leave the cities by next June, and leave Iraq in three years. Earlier in Bahrain, Gates urged Middle East nations to help fight the spread of violent extremism by funding and training Afghan security forces and reaching out more aggressively to the fledgling government in Iraq. Gates also assured the gathering of Persian Gulf leaders in Bahrain that Obama will continue the U.S. commitment to the Middle East, including efforts to fight terrorism and develop a two-state solution between Israel and the Palestinians. And as the lone Republican holdover from the Bush Cabinet to the Obama team, Gates issued a public warning that any effort by terrorists to test the new administration would be a mistake because there has been extensive planning to ensure a smooth transition. "Anyone who thought that the upcoming months might present opportunities to 'test' the new administration would be sorely mistaken," Gates said. "President Obama and his national security team, myself included, will be ready to defend the interests of the United States and our friends and allies from the moment he takes office on Jan. 20." Saying that a stable Iraq can play an important role in the region, Gates urged Gulf leaders to set aside old hostilities inflamed in the Saddam era and forge diplomatic ties with Iraq. Gates has persistently pressed Middle East nations to provide political, economic and overall support to Iraq, saying that if that country falls back into extremist control it will be a threat to the entire region. On Iran, his speech struck a more reserved tone this year, compared with his sharper criticism in remarks here last year of Tehran as a chaotic and destabilizing threat. He and others have rebuked Iran for helping bolster militants who then cross the border back in to Iraq. Officials have long believed that Iran ? at some level ? has provided funding and training to insurgents, and supported the delivery of lethal explosives to Iraq. On Saturday, Gates pressed Gulf nations to impose sanctions on Iran but added that they can be even more influential "by welcoming the new Iraq into the Arab fold." Withholding support for the country, he said, increases the risk that Iraq will be overcome by Iranian influence that has already cost many lives. Asked later about Iran, Gates said Tehran is meddling and attempting to destabilize the region, but said the U.S. is not working for a regime change there, just a change in Iran's behavior. He said the incoming Obama administtation is "under no illusion about Iran's behavior and what Iran has been doing in the region" and what it has been doing to increase it's weapons program, including it's pursuit of nuclear power. He offered a similar message on Afghanistan, saying that a failed state there will increase the chances that al-Qaida and other extremists will take hold again ? a threat that would stretch across the Middle East and beyond. "An enduring requirement is the ability to rapidly train, equip, and advise Afghan security forces," said Gates, asking that Gulf nations fund and send forces ? including engineers and agricultural experts. Gates said that while he is prepared to send an additional 20,000 troops to Afghan, he is concerned about having the foreign military force be too large and appear more like occupiers. Gates held private meetings in Manama on Friday with officials from the Gulf Cooperation Council, which is made up of the six oil-rich nations of Saudi Arabia, Bahrain, Kuwait, Oman, Qatar and the United Arab Emirates. Resolved Question: Why does BO think Hillary would be a good on Foreign Policy, when he dismissed her claims during the primary?
"What exactly is this foreign policy experience?" Obama said mockingly of the New York senator. "Was she negotiating treaties? Was she handling crises? The answer is no." "She did not sit in on any National Security Council meetings when she was first lady," Greg Craig insisted in one conference call. He went on to knock down Clinton's claims to influence in the Northern Ireland peace process, opening borders for refugees during the war in Kosovo, and making a dangerous visit to Bosnia. "There is no reason to believe ... that she was a key player in foreign policy at any time during the Clinton administration," Craig wrote in a campaign memo. http://www.latimes.com/news/nationworld/politics/wire/sns-ap-reinventing-clinton,1,7468144.story Any real answers from Obama supporters? Resolved Question: How is Israel defending themselves when they illegally on occupied land?
According to the United Nations Security Council Resolution 242, Israel has been illegally occupying lands for over 40 years. The last UN General Assembly resolution passed 161-to-7, the seven dissenting states being the United States, Israel, Nauru, Palau, Micronesia, Marshall Islands and Australia. 161 countries said a full Israeli withdrawal to the June ?67 borders and a just resolution of the refugee question. http://www.democracynow.org/2008/5/16/as_israelis_celebrate_independence_and_palestinians I don't give the UN much weight, but the fact they are responsible for the creation of Israel, and since has been outspoken against them speaks volumes. During this time there have been countless more UN Resolutions on Israel. http://newsgroups.derkeiler.com/pdf/Archive/Alt/alt.politics/2005-09/msg02534.pdf Will Israel not give up until they have complete control of the Gaza Strip, West Bank, and East Jerusalem? It is amazing that one cannot criticize Israel with out being called an anti-semantic these days. Talk about political correctness on steroids. (more...)

Over the course of approximately 100 days, from the assassination of Juvénal Habyarimana on April 6th through to mid July, at least 500,000 people were killed.[1] Most estimates indicate a death toll of 800,000 and 1,000,000.[2] The genocide was primarily perpetrated by two Hutu militias, the Interahamwe, the militant wing of the MRND, and the Impuzamugambi, the militant wing of the CDR. The Rwandan Civil War, fought between the Hutu regime with support from Francophone nations of Africa, as well as France itself, and rebel Tutsi exiles with support from Uganda, after their invasion in 1990, was its catalyst. With outside assistance, in 1993, the Hutu regime and Tutsi rebels were able to agree to a cease-fire, and the preliminary implementation of the Arusha Accords. The diplomatic efforts to end the conflict were at first thought to be successful, yet even with the RPF, the political wing of the RPA, and the government in talks, elites among the Akazu were against any agreement for cooperation between the regime and the rebels to solve the ethnic and economic problems of Rwanda and progress towards a stable nationhood. A resurgence in the civil war and the French government's support for the Hutu regime against the Tutsi rebels compounded the genocide. The situation proved too difficult and volatile for the United Nations to handle. The invaders successfully brought the country under their sway, although their efforts towards a conclusion to the conflict were brought to a contravention after the French, under Operation Turquoise, established and maintained a "safe zone" for Hutu refugees to flee to in the southwest. Eventually, after the UN Mandate of the French mission was at an end, millions of refugees left Rwanda, mainly headed to Zaire. The presence among the refugees of the genocidaires (see Great Lakes refugee crisis) on the border with Rwanda was the cause for the First and Second Congo Wars with clashes between these groups and the Rwandan government continuing.[1] The UN's mandate forbids intervening in the internal politics of any country unless the crime of genocide is being committed. The United States government did not recognize the genocide. The governments of Belgium, the People's Republic of China, and France in particular still receive negative attention for their perceived complacency towards the Hutu regime's activities and the potential for UNAMIR to save Rwandan lives. Canada, Ghana, and the Netherlands provided consistent support for the UN mission under the command of Roméo Dallaire although it was left without an appropriate mandate for the capacity to intervene from the U.N. Security Council. Despite emphatic demands from UNAMIR's commanders in Rwanda, before and throughout the genocide, its requests for authorization to end it were refused and its intervention-capacity was even reduced.
